Establishing or Transferring Phone Service
To establish or to transfer new residential or business phone service, please call our local service office at (607) 746-1500 or (888) 898-8006. To enable us to establish service, we need to know a complete mailing address, where you are specifically located, personal identification, how you want to be listed in the directory, and where you can be reached if we have any further questions.

Your Phone Bill
Charges for local service and equipment are billed one month in advance. Nonrecurring
charges are placed on your bill as they occur. Toll charges appear on the bill
only if the Delhi Telephone Company performs the billing function for the long
distance company.
Telephones Used for Business Purposes
Telephone numbers found to be used in business advertisements will be classified as a business telephone. The use of the number determines the classification of service.
Employee Identification
For your protection, every Delhi Telephone Company employee is required to carry identification showing his/her name and photograph. To verify that a person is from the Delhi Telephone Company, please ask to see his/her identification card.
Credit for Service Interruption
If service is interrupted for more than 24 hours, other than by negligence or willful act of the customer, a credit allowance will be made for that period of time. A refund will be given at the current rate for the telephone facilities and class of service affected. No other liability shall, in any case, be attached to the company as a result of interruptions of service.
Number Changes
The Delhi Telephone Company reserves the right to, at its discretion, change a customer's telephone number.

Directory Listings
Two people with the same last name, address, and phone number can both be listed in the directory on one line at no additional charge. The directory address will not be your mailing address. If you want to change or add to the present listing, there is usually a charge.
The Delhi Telephone Company and the directory company make every effort to assure the accuracy of all listings in the annual directory. However, errors do occasionally occur. The company assumes no liability whatsoever for damage purportedly accruing from such an error. If your listing in the directory is incorrect, it cannot be changed until the next edition of the directory is issued. We can make sure that the listing is correct in Directory Assistance during the interim period. In some cases it is possible for calls to an incorrect number to be rerouted to the correct number.

We at Delhi Telephone Company are pleased to announce we have selected a new directory publisher, Hanson Directory Service, Inc., from Newton Iowa. They pride themselves in quality, reliable, and easy to use directories. This directory is published for your benefit as we provide it to you once a year at no charge.

All business customers of The Delhi Telephone Company will receive a free listing in the Yellow Page section under the appropriate category. This is also an excellent place to reach their customers through advertising, as all Delhi Telephone Company residential and business subscribers are included. Over 7000 directories are distributed each year. Advertising is available via this media 24 hours a day, 365 days a year, in every home and business. It's there when they need you!

Late Payment
A 1.5% per month late payment charge will be billed to customers when bills become overdue. A bill is late if it is not received by the payment date that appears on the first page of your bill.
Slamming
Slamming occurs when your long distance telephone service is changed from one carrier to another without your knowledge and approval. The Delhi Telephone Company is required to change your long distance carrier(s) upon request of a carrier; and we will not inform you of this change. You may contact the Delhi Telephone Company to inquire the name(s) of the carrier(s) presently designated to your line(s). If you feel that your carrier(s) has been incorrectly changed, you will need to contact the carrier(s) involved. The carriers involved must then follow an established procedure to resolve the situation, and they will issue any adjustments.
PIC Freeze
You may wish to place a PIC Freeze on your account(s). This will ensure that your choice of carriers will not be changed without the authorization from you, the customer. This service will prevent Slamming. This service is free. Simply contact the business office to have PIC Freeze installed.
900 Blocking Service
Delhi Telephone Company provides a blocking service to customers who want to prevent calls from their phones to 900 numbers. There is no monthly fee for the blocking service. To order, please call the business office.
Credit for Wrong Numbers and Poor Connections
If you reach a wrong number, have a poor connection, or are cut off, hang
up and call the operator right away. Explain to the operator what happened
so the operator can arrange for the proper credit. The faster the problem is
reported, the easier it will be to give you credit. You must contact the appropriate
operator service.

Disputing Your Bill
Contact the Delhi Telephone Company as soon as possible if you don't understand
a charge that appears on the Delhi Telephone Company monthly bill. We will
explain the charges or provide you with a telephone number of the carrier or
company that should be able to answer your questions. If you wish, you may
place specific charges in a status of dispute. The Delhi Telephone Company
will promptly investigate in an appropriate and fair manner the customer's
dispute. The Delhi Telephone Company will report to the customer the results
of the investigation.
Until such time as the customer receives a report of
the Company's investigation, the customer's service will not be disconnected.
Note, the customer may be required to pay the full bill; and failure to make
payment may result in disconnection of service. The customer will be provided
with proper notification of the disconnection procedure. While in dispute,
the will be no late payment fee applied to the disputed amount.

Lifeline Service
Lifeline Service is intended to assist making telephone service affordable
for all customers. The following summary describes how the program works.
This service provides a 100% reduction of the federal subscriber line charge
and a $1.75 reduction in the monthly rate for local exchange telephone service
for residential customers. The Lifeline discount is effective upon receipt of
a completed form of eligibility. Customers receiving Lifeline service will have
applicable locality charges waived each month while they are receiving the Lifeline
assistance.
In order to be eligible for the discount, the applicant must meet state set income
criteria. An applicant must be a recipient of benefits from any one of the following
programs:
-Aid to families with Dependent Children (ADC)
-Food Stamps
-Home Energy Assistance Program (HEAP)
-Medicaid
-Supplemental Security Income (SSI)
-Veterans Disability Pension
-Veterans Surviving Spouse Pension
-Home Relief
-Income Eligible
Applications may be obtained from the appropriate county agency or from the business

Special Service for Speech and Hearing Impaired
Speech and hearing impaired customers of Delhi Telephone Company are able to call anyone at any telephone number in New York State.
The New York Relay Service relays calls between a person using a TDD (telecommunications device for the deaf) and anyone they wish to communicate with. The service also works in reverse, allowing a person with a telephone to call a TDD user. Specially trained personnel are available 24 hours a day, seven days a week, to relay calls. There is no extra charge to use this service.
Long distance or locally charged calls placed through the New York Relay Service will be billed at the rates of the long distance carrier of choice.
In counties that do not have 911 service, you may dial (800) 342-4357 or (311) to reach a TTY at the New York State Police barracks. When in doubt, dialing 311 from most counties will route you to the State Police TTY.

Special Consumer Protections
If you are 62 years of age or older, blind, hearing/speech impaired, or medically impaired, we can provide you with special protections regarding your telephone service. Because telephone service is essential to you, we can take extra precautions to ensure that your service does not get interrupted. We will make every effort to avoid interrupting your service because of non-payment, and we will take extra steps to restore your service rapidly in the event of a major service outage. In addition to these precautions, we will be able to better assist you with other programs and services designed specifically to meet your needs. To do this, we need to identify all of the customers within our service territory who are eligible and desire the special protections. If you feel you are eligible, please contact the business office to enroll.

Third Party Notification:
All residential customers may choose a third party to receive copies of all credit notices. A third party notice may keep your service from being turned off by mistake.
You may choose a relative, friend, a member of the clergy, or a community agency to be a third party for you. The selected party must agree to be a third party and will receive copies of any credit notices we send to you because of overdue bills. The third party can contact us on your behalf and help you work out any payment terms with us. Remember, however, that the third party is NOT responsible for paying your bills.

If you believe you may be entitled to certain protection as described, you may obtain the necessary forms from our Business Office.
